Issue:
GV-EFD3101 v1.02 2016-8-10 has chopping video and delay on VMS 15.11 but the live view is smooth in camera web interface
Solution:
Reset IP Camera's CBR from 2M to 512Kpbs + upgrade to the latest F/W v1.03.
