[ VMS ] V15.11 froze and was unable to restart, ACTi - 20161026

Issue:
VMS v15.11 froze and was unable to restart

Root Cause:
RDs had found that if clients integrate ACTi cameras ( TCM4201, ACM3511, ACM3401, TCM3111 ) with VMS v15.11, VMS will have problems in term of decoding video / audio. When this happens, VMS will freeze and might have a chance not able to open up VMS again.

Patch / Procedure (V15.11.1.0.b):

1. Exit VMS and make sure all of the GV-Related programs are also completely closed
2. Unzip the patch files
3. Copy and paste the unzipped files into the location below C:\VMS
- GvCodecLib.dll
- IPCamDLLEXE.dll
- VersionInfo_GV-VMSV1511.1.0.b_161024.ini
- VSourceManager.dll
4. Run VMS

Note that this patch is based on VSM v15.11.
