[ LPR ] Gate not open, mismatched - 20160920

Issue:
LPR not opening the gate properly, clients choose 2 mismatched character allowed.
Even with 1 mismatched character, the gate isn't open.
Patch / Procedure:
It seems like clients forgot to put the priviedge and right on that license plate.
Personnel -> Vehicle -> Select one of the license number -> Access Group -> User Define
