[VMS] VMS v14.1 Passuninstall function doesn't work - 20160105

Issue:
It is unable to reset password through VMS v14.1 Passuninstall function.

Patch / Procedure:
With “Reset Password” option checked in advance,
1. Make sure “Service Mode" is off.
(How to get to Service Mode: Toolbar -> Configure -> System Configure -> General Setting)
2. Exit VMS
3. Execute "PassUnInstall"
4. Restart VMS
