[ VSM ] V8.57 - V8.59 runtime error due to IP camera has too many connect / disconnect occurring

if IP cameras has too many connect / disconnect occurred, VSM v8.57 will have " Run time error " message occurred.
VSM software will be freezed and need to restart the software to continue operation.
This can be solved by upgrading client's VSM v8570 to v8590 and then apply the patch provided below.
This is a test file and will be included in the official v8600 release
be reminded to tell client that this is a testing patch and has not been long term running verified.
