[VMS] VMS v14.101 E-mails only send when first testing it - 20151026

Issue:
After filling in the info for the email settings, the Test Mail successfully sends and the emails start working. However, this only continues to work if you do NOT click OK to close out the email settings window.
If you close the email settings window and open it back up (might have to close and re-open two or three times), then the Test Mail will give a “Can't connect to SMTP server” message and the emails stop working. The only workaround is to change the password of your email account, update the VMS email settings, and then Test Mail and DON'T close the email settings

Root of cause:
This is a bug in VMS v14.101, and our RD has already created a patch for it.

Patch / Procedure:
1. Exit VMS
2. Unzip the patch file
3. Copy and paste the unzipped file into the location below C:\VMS
- GeoMail.dll

Notice: The patch is only applicable to VMS v14.101, and it will be officially fixed in v15.1.
