[VMS] VMS v14.1 "port 80 in use" error even though port 80 is available - 20150813

Issue:
VMS v14.1 "port 80 in use" error even though port 80 is available, changing port is useless and same error will appear
Root of cause:
Bug with VMS v14.1 Webcam Server which causes it to fail to connect to HTTP port in time and it will assume that the port is in use
Procedure:
1. Extract the patch zip file and stop Webcam Server
2. Copy and paste the DMWebCam.exe into in VMS folder (default path is C:\VMS)
3. Restart Webcam Server and the bug should be fixed
