[VMS] Webcam Server does not auto startup after Windows crash, VMS v14.1

Issue:
VMS Webcam Server does not auto startup after Windows system crash.

Fix:
Inside the VMS folder (default location is C:\GV-VMS\), replace exisitng files with files inside the attachement.
