[ ASManager ] Missing d3dx9_30.dll error message when launching ASManager.exe

The error message as shown below will pop up when the necessary direct x *.dll file(s) is missing.
To avoid the error message, user should make sure to install the Direct X 9.0c, Direct X run time, and .NET framework
using the installer
