[Patch] DVR/NVR V8.9.1.19 - Failover server service fix

GV-DVR/NVR V 8.9.1.19 Patch information.
Fixed:
1. Problem of enabling the recording of GV-Failover Server even though GV-DVR / NVR functions well
2. Failure of the Auto Start Service function to connect to GV-Failover Server upon Windows startup
