[ VMS ] v17.2 Instant Playback doesn't work, blank window - 20190726

Issue:
Instant Playback of VMS v17.2 doesn't work but show a blank window.
Patch / Procedure (GV-VMS_V17.2.1.1):

1. Turn off VMS and make sure all GV-related programs running in the background are closed as well.
2. Download and unzip the patch file.
3. Execute the unzipped file named GV-VMS_V17.2.1.1.exe (Double click).
*Please note that the patch GV-VMS_V17.2.1.1 is strictly compatible for VMS v17.2 only.
