[ AS Hardware ] Delay snapshot,OSD time is not sync, Time changes between time zone or DST no snapshot - 20180801

Issue:
1. The CS1320 OCX time stamp ( located at IE live view's top-left window ) not sync on webpage live view's time stamp ( located at IE live view's left-right window ).
2. The OSD time not sync on CS1320 webpage live view ( located at IE live view's left-right window ).
Root cause:
Hardware bug.
Solution:
CS1320 V2.21 Patch is ready.
