[ VMS ] GV-VMS V16.10.3, V16.11, Missed Recording in Motion detection - 20180207

Issue:
In VMS v16.10.3 or VMS v16.11.......
1. There is a chance that motion detection will miss recording
2. There is a chance that record status in live view won't change
3. There is a chance that pre-recording might causing VMS recycle the wrong recording files
4. There is a chance that if IP devices that support instant key, smart stream or connect via ONVIF, VMS might due to the software bug that unable to record for some amount of time at the beginning of the recording.

Root cause:
1. It's a software bug
2. It's an extended issue from fixing the issue #1
3. Pre-recordings might have the same event ID that could cause the issue.
4. it's a software bug

Patch / Procedure ( GV-VMS_V16.12.0.108.exe):
1. Close all GV-VMS related software
2. Upgrade to VMS v16.11
3. Apply GV-VMS Service Pack 2 if haven't applied it.

5. Restart VMS
