[ VMS ] v16.10.3, Non-IE browsers, http live streaming stops after a couple seconds - 20170628

Issue:
HTTP Live Streaming in Non-IE Browsers only shows live view for a couple seconds before the image freezes.
Root Cause:
Software bug. The issue will be fixed in the next version of VMS ( v16.11.0.0 ).
Patch / Procedure ( GV-VMS16.10.3.0.0.10 ):
1. Turn off VMS V16.10.3 and all of the GeoVision related program in the PC.
2. Download the patch file from the following attachment.
3. Unzip the patch file " GV-VMS16.10.3.0.0.10.zip ".
4. Copy and Paste all the files from " GV-VMS16.10.3.0.0.10 " folder to C:\GV-VMS\. ( A file can be found in the folder. )
-GV-VMS16.10.3.0.0.10.exe
5. Run VMS v16.10.3.
