VMS v16.10.3 Key Lock Utility Customize Menu Require ID and Password.
Root Cause:
It's a software bug.

Patch / Procedure (GV-VMS16.10.3.0.0.09.zip):
1. Close all GV-VMS program
2. Unzip the file
3. Copy the files and overwrite the files in C:\GV-VMS\
- VersionInfo_GV-VMS_16.10.3.0.0.09_170602
- Desktop.exe
4. Restart GV-Key Lock Utility.
Note: it's only applicable to GV-VMS v16.10.3
