[ VMS ] v16.10.3, Virtual Memory Insufficient - 20170531

Issue:
Windows pop-up error message of memory insufficient and ask the customer to turn off CodecExe.
Root cause:
The customer did not enable the virtual memory.
Procedure:
Windows Control Panel -> System and Security -> System -> Advanced System Settings -> Advanced -> Advanced -> Change... -> Check the box
