[ VMS ] v16.10.3, New Installation, Unable to Start - 20170531

Issue:
New installed VMS v16.10.3 is unable to start.

Root Cause:
The issue has been confirmed is a software bug. It happened to countries with DST started and ended on Sunday 00:00.
It will be fixed in GV-VMS v16.11.0.0.

Patch / Procedure:

1. Terminate GV-VMS VMS v16.10.3
2. Unzip the file as link above
3. Copy and overwrite the file in C:\GV-VMS\ folder.

- IOModuleService.exe
- VersionInfo_GV-VMS16.10.3.0.0.04_170517.ini

4. Restart GV-VMS.

Note that this patch is only suitable for VMS v16.10.3
