[ Dispatch ] Restore connection, DVR host didn't go back assigned CenterV2 - 20170222

Issue:
Customer is connecting 3 Center V2 and 35 DVR/NVR with Dispatch Server. Dispatch Server did transfer DVR/NVR to another Center V2 when the original one lost connection. However, after the connection resumed, the settings of connection won’t restore. The transferred DVR/NVR is not able to return to the original Center V2.
Solution:
Advise the customer go to " Customize Dispatch Setting " and enable " Automatically re-dispatch the subscriber as soon as its designated CenterV2 Server logs on "
