[ VMS ] v15.11.3, Auto monitoring, motion pop-up doesn't work - 20170112

Issue:
VMS v15.11.3 doesn't have camera pop-up after VMS restarted with auto monitoring.
Steps to reproduce:
1. Enable Pop-up by motion detection for any camera
2. Start monitoring
3. The pop-up works once motion is detected
4. Configure the VMS to Start monitoring automatically
5. Close VMS
6. Start VMS which automatically start the camera monitoring
7. Pop-up doesn’t work
8. Stop monitoring and start it again manually
Solution:
A known issue with v15.11.3 and it will be fixed in the next version, v16.1.
