[VMS] VMS v14.1 CMS Service Does Not Auto Startup - 20150813

Issue:
VMS v14.1 CMS Service Does Not Auto Startup even though auto startup is enabled

Root of cause:
Bug with VMS v14.1 CMS Service itself

Procedure:
1. Stop GV-VMS then go to Windows Task Manager and manually shutdown “GeoStartupAgentService.exe” service
2. Extract patch zip file and copy paste all the files into GV-VMS folder (default path is C:\VMS)
3. Start GV-VMS again and patch should work
