[ VMS ] GV-VMS V16.11, CenterV2 I/O status not matching - 20180306

Issue:
There is a chance that GV-CenterV2 I/O status won't match with GV-VMS I/O status when switching I/O on and off rapidly in CenterV2.

Root Cause:
It's a software bug.

Patch / Procedure ( GV-VMS_V16.12.0.111.exe ):
1. Close all GV-VMS related software
2. Apply GV-VMS Service Pack 2 if haven't applied it.

3. Apply this patch
GV-VMS_V16.12.0.111.exe
4. Restart VMS

* Patch is only for VMS v16.11
