[ VMS ] GV-VMS V16.11, Remote ViewLog cause VMS recycle failed - 20180207

Issue:
VMS Recycle failed.

Root cause:
When using Remote ViewLog to watch the playback file that is still recording, that can cause the VMS camera DB later save the video file as "Still Recording" status, which will cause recycle to fail.

Patch / Procedure ( GV-VMS_V16.12.0.106.exe ):
1. Close all GV-VMS related software
2. Apply GV-VMS Service Pack 2 if haven't applied it.

4. Restart VMS
